City Council approved Costco's 163,000-square-foot store, tire center, liquor store and 32-position gas station at Village and Marshall parkways. The details.

Port St. Lucie’s Costco has its site plan. The City Council approved the major site plan for a 163,000-square-foot Costco Wholesale store in Southern Grove on Monday, Oct. 12.

The plan was item 7.g on the council’s consent agenda, which the council approved in a single vote. Two other Southern Grove site plans passed the same way: a rehabilitation hospital and a small shopping plaza.

What the Costco plan includes

The city’s staff report describes the project on about 22.81 acres at the southeast corner of SW Village Parkway and SW Marshall Parkway. It includes:

  • a 163,000-square-foot warehouse store, 31 feet tall
  • a liquor store and a tire center, both attached to the store near its northwest entrance
  • a gas station with 16 pumps and 32 fueling positions, on the north side of the site
  • about 860 to 890 parking spaces, with 186 more planned later under the FPL power line easement
  • 10 parking spaces on the west side set aside for seasonal outdoor sales

The staff report gives 862 parking stalls in one section and 892 in another. Either way it is well above the 654 spaces the zoning requires.

The gas station is designed to hold about 69 vehicles at once, fueling and waiting, without backing up into the rest of the site. The report says an attendant will be on duty at the pumps during all operating hours.

How you would get in and out

The staff report lists four ways in:

Road Access
SW Marshall Parkway right in, right out
SW Anthony F. Sansone Sr. Boulevard, north driveway left in, right in, right out
SW Anthony F. Sansone Sr. Boulevard, south driveway full access
SW Village Parkway full access

Costco will also add right-turn lanes at the driveways on all three roads. It will add a left-turn lane and a median on SW Anthony F. Sansone Sr. Boulevard.

The city’s Public Works traffic memo expects the store to generate 4,214 driveway trips a day. That includes 147 in the morning peak hour and 440 in the evening peak hour. Public Works found the traffic study in line with the city’s road standards and the area’s zoning.

Bar chart of average daily driveway trips expected from three Southern Grove projects approved Oct. 12, 2026: Costco and gas station 4,214; Lumer Innovation Plaza 2,306; Catalyst rehabilitation hospital 1,289.

The other two Southern Grove projects

The council approved two more site plans along SW Village Parkway the same afternoon.

  • Southern Grove-Catalyst. A 42-bed rehabilitation hospital with outpatient services, in a 55,792-square-foot building. The site plan allows 12 more beds later. It sits at the northeast corner of SW Village Parkway and the future SW Destination Way, according to the Catalyst staff report. Traffic is estimated at 1,289 trips a day.
  • Southern Grove-Lumer Innovation Plaza. Five buildings totaling 39,500 square feet at the southeast corner of SW Innovation Way and SW Village Parkway. Four are for shops and restaurants with patio space, and one is a bank with a drive-through, according to the Lumer staff report. Traffic is estimated at 2,306 trips a day.

How it got here

  • March 2026: the city’s Governmental Finance Corporation took up a purchase and sale agreement with Costco Wholesale for the land. The corporation still owns it, the staff report says.
  • July 27, 2026: the council amended the Legacy Park North zoning to allow member-based wholesale stores of 100,000 square feet or more, with a tire center, liquor sales and a gas station.
  • Aug. 26, 2026: the city’s Site Plan Review Committee recommended approval.
  • Oct. 12, 2026: the council approved the site plan.

The staff report lists a Costco warehouse on the land directly east of the store site.

Neither the staff report nor the agenda gives a construction start or an opening date.

What it means for you

  • No opening date yet. The city has not announced when building starts or when the store opens. We will add both when the city or Costco announces them.
  • Expect more traffic on Village Parkway. The three projects approved Oct. 12 add up to about 7,800 expected driveway trips a day on or near SW Village Parkway, by the city’s figures.
  • Store openings and closings across the city are tracked on our new businesses page, and road projects on our road construction and closures guide.
