The rates on a Port St. Lucie bill

The bill combines every taxing authority. The City Council controls only two lines: the city’s own levy and the voter-approved debt that paid for the Crosstown Parkway. The city says those two lines make up about 21% of a typical resident’s bill.

For fiscal year 2026-27, the council cut the city rate from 4.9750 to 4.8750 mills on Sept. 28, the 11th straight reduction. In fiscal year 2015-16 it was 6.6289. One mill is $1 of tax per $1,000 of taxable value.

These are the fiscal year 2025-26 rates, the ones on the November 2025 bill, from the city’s millage rate analysis (PDF). Together they came to 22.3097 mills. The county, school board and other authorities set their 2026-27 rates in September hearings, and the new figures appear on the bill mailed in November.

What a typical bill looks like

The city’s own example: the average Port St. Lucie homestead had a taxable value of $243,009 for fiscal year 2026-27 after a $51,411 homestead exemption, and paid about $4,381 in total property taxes, of which the city received about $934. The city’s tax receipt tool shows where the city share goes for your value.

Your solid waste and stormwater charges also ride on this bill as non-ad valorem assessments. See trash and recycling.

Homestead exemption

If the home is your permanent residence, the homestead exemption cuts its taxable value by up to $51,411. The rules:

  • The filing deadline is March 1 of the tax year. Pre-filing is accepted year-round.
  • File online or at either Property Appraiser office.
  • A new deed, a trust transfer or adding a spouse means a new application.
  • Homestead does not move with you. Reapply on a new home.
  • The Save Our Homes cap limits yearly growth in a homestead’s assessed value to 3% or the change in the Consumer Price Index, whichever is less.
  • Portability can carry up to $500,000 of that benefit to a new Florida homestead.

Extra exemptions exist for people 65 and older with limited income, disabled veterans, deployed service members and disabled first responders. Call 772-462-1021.

How to appeal

  1. Read the TRIM notice. The Property Appraiser mails it in mid-August. It is not a bill. It shows your Jan. 1 value, exemptions and proposed rates, and it prints the deadline to appeal. In 2025 that deadline was Sept. 11.
  2. Call the Property Appraiser at 772-462-1000 to talk through the value.
  3. File with the Value Adjustment Board by the deadline if you still disagree. Forms are on the Property Appraiser’s VAB forms page.

Disagree with a rate, not a value? That is a budget question for the taxing authority. Their hearing dates are on the TRIM notice.

Amendment 3 on the November ballot

Florida voters will decide Amendment 3 on Nov. 3. The city describes it as a measure that would increase homestead exemptions for non-school taxes, and it needs 60% of the statewide vote to pass. The Tax Collector’s explainer page links outside guides. See our voting guide for dates and polling places.
